Price Submission 2024-28

The Essential Services Commission (ESC) has now provided its final determination on Goulburn-Murray Water's (GMW) Pricing Submission 2024-28 stating it found it to be a high-quality proposal that demonstrated “prudency and efficiency”.

Combining these efforts we have been able to reduce our forecasted operational expenditure and ensure our critical delivery infrastructure is appropriately upgraded and maintained over the new regulatory cycle. 

What does this mean for you?

Bills - Goulburn-Murray Water customer bills will generally change by less than inflation from 1 July 2024. Some medium and large gravity irrigation customers will experience slight increases each year.  

Tariffs - changes to drainage tariffs have been approved and customers will move to system pricing for bulk water pricing.

The start of the new four-year regulatory cycle for pricing and service levels will come into effect from Monday 1 July, 2024.  Customers can expect to receive their 2024/25 fixed charges bills from the end of July.

Customer engagement

Engagement on the 2024-28 Price Submission commenced in late 2021.  Throughout our engagement process the key message we heard was that our customers wanted: “Simpler, Consistent, Fair Pricing”. 

The ESC consulted on their draft decision between 26 March and 7 May 2024.   All feedback received informed our decision-making process.

  • 12 public submissions including two confidential submissions were received.
  • A hybrid (in person and online) public forum was held on 23 April 2024 attended by 39 people, including members of the public, representatives from the water business and commission staff.
  • Goulburn-Murray Water provided our response to the ESC's draft decision.

Topics of discussion during the forum included:

  • the commission’s role in reviewing Goulburn-Murray Water’s pricing proposal
  • importance of improved cost reflectivity of tariffs
  • level of engagement with unregulated diverters.
